CCNSG 2 Day Safety Passport

General SafetyHealth & Safety
POA

In 1993, clients in the North West and West Wales decided to standardise their contractor training and insist that no contractor(s) personnel would be allowed on-site unless they had a certain minimum level of health and safety knowledge. Thus, the Safety Passport for contractors was born. The Contractor Safety Training Scheme has now been adopted by BP, Corus, Dow Corning, Elf, Esso, Gulf, ICI, Lindsey Oil, National Power, Powergen, Shell, Texaco and many other major industrial companies. One satisfied user has halved their contractor shut down accident rate since implementing the training, and others show significant improvement. The course awarding body is ECITB but the Passport is also sometimes referred to as the CCNSG or SCATS Passport. The course requires possession of a basic understanding of English.

The CCNSG Leading a Team Safely (LaTS) is a one day course designed for supervisory staff who have a responsibility for teams, but is also applicable to lone workers who manage themselves. This LaTS course is only available to delegates that have successfully completed the two day basic CCNSG nationally accredited safety passport. They can influence the behaviour of those they supervise and ensure good planning and communication of health and safety issues related to the work. So helping to ensure workers work on site more safely with lower risks to themselves and others. The course has been designed to move away from the legalistic aspects of health and safety; these should already have been covered during the 2 day basic passport course. e.g. Health and Safety at Work Act 1974 and the Construction (Design and Management) Regulations 2007.The course extends the delegates understanding gained by obtaining the basic CCNSG National Safety Passport for site working. It helps supervisory staff and lone workers who have little or no training in their health and safety responsibilities, or indeed, little training in the essentials of leadership. The course focuses on the essentials of being a leader and covers aspects such as planning, implementing and reviewing with a health and safety focusThe supervisor qualification, like the basic passport, is valid for three years and is renewed by retaking the supervisor day upon expiry. The assessment of learning is by a 20 question multi-choice question paper issued at the end of the day and candidates must achieve a minimum 80% in order to pass. Subject to successfully passing this test, the Engineering Construction Industry Training Board (ECITB) will issue an up-dated credit card sized (supervisor) passport direct to the delegate. The passport is the property of the employee - not the contractor. The certificate contains the delegates name, expiry date of the passport (which is 3 years from the date of passing the test), and a card number.

The basic passport course is valid for 3 years, and any candidate can revalidate his/her passport by attending and successfully passing the one day up-date course. This is providing that the original passport is no more than 3 months out of date. Should their card have expired more than 3 months’ earlier then they will need to sit the entire 2 day basic course again. Where a basic card has a supervisor endorsement which is still in date, the endorsement will be transferred to the new card. A supervisor wishing to renew their supervisor endorsement will need to attend and successfully complete the one day supervisor course. Old passports must be brought to the course, and handed over to BSS, who will then destroy them after the details are recorded and passed on to the ECITB register. The course has been created to be both informative and interactive, so assisting candidates to appreciate that what they do does have an impact upon health and safety within the working environment.

This course was introduced on 1 April 2002 as part of the Site Management Safety Training Scheme. All Site Management Safety Training Scheme (SMSTS) certificates issued after 1 January 2001 are valid for a five year period from the date of issue. The two day refresher course will enable current certificate holders to renew their qualification. CITB allows candidates a six month grace period after their certificate has expired during which they can renew their certificate – after this they will need to re-sit the five day course. There is no reason why the refresher course cannot be taken prior to the five years elapsing, but be aware that the date on the new certificate will be the final day of the refresher course not the expiry date on the original certificate. Individuals wishing to renew their SMSTS certificate must provide a copy of the original five-day SMSTS course certificate. Details of the course venue and the date of the course should also be provided if known. Only those individuals who have passed the five day SMSTS course and provided evidence of this will be eligible to take the two day refresher course.
